Onslow County Partnership for Children: The OCPC administers multiple funding streams such as Smart Start, Division of Child Development Early Education, and Early Head Start for Onslow County

We are a private non-profit agency that advocates and provides services for the healthy development of children, by building the strengths and capacities of families, care-giving professionals, and the communities in which they reside.

Request for Proposals 2017-2018

The Onslow County Partnership for Children Inc. (OCPC), a private, non-profit (501(c)(3), that serves the interest of Onslow County’s children and their families. OCPC administers the Smart Start funding for Onslow County that targets families and their children ages 0-5. OCPC is currently seeking individuals/organizations who wish to be considered as a Direct Service Provider (DSP) for any of the following program areas for fiscal year 2017-2018 (July 1, 2017 – June 30, 2018).

Early Care and Education

1. A program to provide the core services of a local Child Care Resource and Referral (CCR&R) through child care referrals for parents, training and consultation and coaching to child care professionals.

2. A program to provide consultation and coaching to child care center directors to develop systems that encourage the attainment of college level credits in Early Childhood Education by child care center staff.

3. Programs to provide consultation and coaching to assist child care facilities in increasing and maintaining their star ratings as issued by the NC Division of Child Development and to increase the number of children ages birth to five who receive early intervention services through the children’s developmental services agency or Onslow County School system.

4. A program to provide materials and training to families to promote early literacy, parent/child interactions and brain development as an affiliate of the national Raising A Reader organization.

Family Support

1. A program to provide classes and materials on parenting and child development for parents utilizing evidence based/evidence informed curriculums.

2. A program to provide support for teen mothers to remain in school, achieve goals to improve parenting skills, and enhance employment opportunities.

3. A program to provide the core services of a local Child Advocacy Center. Services provided must adhere to the accreditation standards of the National Children’s Alliance.

Outreach and Program Support

1. A program to provide outreach and information to build awareness of early childhood development and resources to enhance the early childhood system.

2. A program to assess and develop systems to increase understanding and access of early childhood and family services programs.
