Onslow County Partnership for Children: The Early Head Start program is a comprehensive child and family development program serving low-income families. Services are available to infants and toddlers to age 36 months and prenatal services to pregnant women.

We are a private non-profit agency that advocates and provides services for the healthy development of children, by building the strengths and capacities of families, care-giving professionals, and the communities in which they reside.

Early Head Start

The Early Head Start program is a comprehensive child and family development program serving low-income families. Services are available to infants and toddlers until age 36 months, and prenatal services are available to expectant families.. The EHS program provides early, continuous and intensive child centered activities to enhance the child’s school readiness, physical, intellectual, social and emotional development. Through family support services, the program seeks to empower parents to fulfill their parental roles and move toward interdependence and self-sufficiency. Services are provided using the Parents as Teachers-Born to Learn curriculum in a home- based setting. Each family is assigned a Home Visitor who provides weekly visits to the home for a minimum of 90 minutes per visit to help parents enhance their child’s development.

The Early Head Start program is designed to:

  • Make a positive impact on the child's school readiness and development and the family's well-being in the early years and beyond through a variety of high-quality services
  • Promote healthy development and recognize and address atypical development at the earliest stage possible
  • Promote positive relationships between parents and their infants and toddlers through fostering healthy parent child relationships
  • Engage parents in the strategic planning of their family’s personal goals and in the vision, services and governance of the EHS program
  • Recognize the unique developmental patterns of very young children within normative timelines
  • Respect the role that culture plays in child development and works within the context of the home language for all children and families
  • Offer comprehensive, flexible and responsive services geared to the needs of each individual child and family
  • Provide transition planning both into and out of Early Head Start programs
  • Promote collaboration through strong partnerships, in order to expand services to families into the larger community
  • Provide individualized services to children with disabilites in collaboration with other service providers

Funding for the Early Head Start program is provided through a grant from the Administration for Children and Families-Office of Head Start.
